Like most growing regions, the Vijayawada Guntur Tenali Mangalagiri Urban Development Authority (VGTM-UDA) region in the federal state of Andhra Pradesh (India) is currently challenged with a spurt of economic and building activities in its surrounding hinterland, which is beyond its jurisdiction. Such haphazard growth has an alarming rate and is beyond planning control or development guidance. While physical development and urbanisation is a welcome consequence of the thriving economy of the region, its nature of sprawl and transformation characterised by individualist, piecemeal, unguided, organic and unregulated building activities often leads to developmental anomalies that become hard to rectify or regularise in future. Considering the current trends of development in a positive note, the VGTM-UDA has initiated a re-delineation assignment aimed to arrive at a rational and scientific conclusion regarding where urban expansion is potentially suitable.

The Department of Planning, SPAV has been entrusted with carrying out the assignment and suggesting a revised delineation. The Dept. of Plng initiated the project in November 2010 and submitted its final delineation report in February 2011. The project inferences suggested two alternatives of delineation, keeping in mind the region’s long term vision to emerge as a region of balanced growth that is inclusive of the local requirements and characteristics. The two delineations are of conservative and moderate outlooks of growth. The delineations are based of a number of indicators from socio-economic, demographic, physical growth and transportation aspects. The project inferences also suggest potential roadmaps for further clean and value-based regional planning through the development of several growth corridors and growth nodes.
